We're talking $39 million dollars. The money, which is tax deposits small businesses are required to send the state during its first couple of years of operation.

After three years, businesses are supposed to get the money back. An internal investigation, shows last month the Board of Equalization was still holding onto $39 million it owed 2,000 small businesses.

The deposits range from two to $50,000 each. Despite the report, the board denies dragging its feet.
