The expanded jail proposed by county officials after a two-year study would be twice the size of the existing jail in French Camp, adding another 1,280 beds to reach a total of 2,933, according to a study commissioned by the county. The State of California has promised to cover most of the construction costs with an $80 million grant, and the county has set aside another $25 million to pay the remainder of the tab. But county officials say they can't afford the extra cost of running the bigger jail — mostly in the form of guards' salaries — and they're asking local cities to pitch in. A group of politicians and police from around the county have started meeting to discuss where the extra money will come from, but so far ideas have been vague. San Joaquin County Supervisor Leroy Ornellas, whose district covers Tracy and parts of Manteca, speculated that the money might come from new taxes — either more sales or property taxes — or an increase in vehicle license fees for county residents. However, the county-organized group has decided to hire a consultant to determine other ways the county could raise the money. Ornellas estimated that it would cost an extra $40 to $50 million a year to run the larger jail, about double what the county pays now. Jail employees are paid out of the county's General Fund, and Ornellas said that despite its growing population, the county was not collecting enough money to take on the new costs. Interim Manteca Police Chief Dave Bricker, who has attended both jail meetings along with Councilman Vince Hernandez, agreed that cities would have to take on some of the costs. "There does become a responsibility on the part of the cities to step up and help," Bricker said. Bricker said that failing to build a larger jail would undermine the basic principle behind law enforcement. "If you commit a crime, there has to be a penalty," Bricker said. "Every night the jail staff is trying to make a determination … do you keep the guy who stole the car or the guy who stole the car at gunpoint?" Because of a court-mandated cap on the number of inmates that can be held at the overcrowded existing jail, administrators have had to let an average of 16 inmates leave early each day, according to the needs study. There is still plenty of time for the group to come up with a plan; the jail won't be completed for at least another two years. Adding a 10% penalty assessment to each and every fine in court would also be appropriate to pay for the jail. Adding $25.00 to the Booking fee charged to cities would increase revenue. Adding 10% to the cost of Commissary ordered by incarcerated individuals would have the proper people paying for the jail.
