SACRAMENTO, Calif. -- A "C-" average is the grade California earned from a national study on state efficiency.The Pew Research Center for the People & the Press rated California's money management a "D+," citing the state's $14 billion budget deficit and poor handling of the state budget.On the bright side, the report gave the state a "B-" for its infrastructure.
