At a City Council meeting last month, the mayor proposed that leaders discuss putting such a measure on the November ballot. But Thursday, Mounce said she recently met with the city attorney and concluded there was not enough time to draft and debate a formal proposal. The deadline to get such a measure on the ballot is next Friday. "We have missed the timeline," she said.
