"We deeply regret the fact that we were forced into laying off employees," said board Chairman Ted Novelli. "The state of the economy and paralysis at the state level left us no choice." The county's action follows a spate of recent layoffs, mandatory furloughs and similar actions at all levels of California government. "We have worked hard to keep the number of layoffs to a bare minimum," said County Administrative Officer Terri Daly. "Originally, I projected that we would need 20 to 30 layoffs. The current action involved only seven employees, which is less than two-tenth of 1 percent of the county workforce." Eleven county employees came forward for voluntary layoffs in December, bringing the total number of county terminations to 18. Those laid off Tuesday worked in the Building, Behavioral Health, Public Health, Information Technology, General Services and Agriculture departments. In addition, supervisors also reduced the hours of the county's airport manager, who was originally slated to be terminated, and eliminated seven part-time positions. Laid off employees were given three weeks pay and placed on recall lists in case the budget situation improves. "We hope that this layoff action will be our last. Layoffs are devastating to the people involved," Daly added. "However, we are still waiting for action from the state that could further harm our financial situation, such as deferring payments due to us for mandated services.
