Information about grant funding for homeowner weatherization
projects.
Hi All, in response to your questions regarding ATCAA’s ARRA weatherization
project, though we have not received the contract to start work, we expect the
following:
Amador: $251,099 to weatherize approximately 42 homes /$6,000 a home
Tuolumne: $442,235 to weatherize 75 homes/$6,000 a home.
These allocations were provided to us by the State.
Below is what we can typically do in a home.
1] An assessment of the home to determine the appropriate measures to create
the largest utility savings is performed on every home in the program.
2] Combustion appliance testing is performed on entry and exit of each home.
Minimum standards of operation/function for each appliance must be met to allow
tightening of the envelope of the home.
3] Diagnostic Pressure Testing (DPT) of each home is required by the DOE
contract. DPT involves specialized equipment to pressurize both the home as a
whole, and any existing heating/cooling system duct work. The data supplied by
DPT predicates how much shell sealing or duct sealing work can be performed.
4] Health & Safety (H&S) repairs/ replacements – related to combustion
appliances which are operating in unhealthy or unsafe ranges of carbon monoxide
production, or other client health hazards.
The contract has an overall cap, and a per appliance cap on the amount which
can be used for H&S hazard mitigation, and the standards for appliance
replacement can often be difficult to match in specific cases.
5] Carbon Monoxide alarms are a mandatory installation measure for all homes
with combustion appliances.
6] Various infiltration reduction measures are installed as appropriate to each
specific situation. They include caulking, door weather-stripping, electrical
outlet/switch gaskets, glass repair, sliding glass door repairs, evaporative
cooler covers.
7] Window repair and/or installation of energy efficient windows as possible
within the measure caps.
8] Minor Home Envelope Repair is a catch-all which covers door replacements as
well as items which are needed to ensure proper operation of the home as an
efficient use model of heating and cooling energy sources.
9] Water restrictor devices – Low flow shower heads and faucet restrictors to
reduce the amount of hot water being used.
10] Water heater blankets
11] Compact Fluorescent light bulbs and hard wired compact fluorescent
fixtures.
12] Attic insulation and attic venting is performed as needed within the scope
of the savings-to-investment ration required by contract.
13] Evaporative cooler installations for homes without cooling or as a
replacement for an A/C unit- a significant PG&E savings is possible with
this.
14] Retro-Fit Storm window installation. In lieu of dual pane window installs,
some homes are able to receive storm windows which are more energy efficient
than new dual pane windows.
15] Set-back thermostats for gas or electric furnace/ heaters.
All of the above measures are installed or performed on specific units within
the guidelines of the contract and the Weatherization Installation Standards as
required by the DOE and the State of California – CSD.
