The actions of the Amador County Board of Supervisors on the Buena Vista casino left our other elected officials and department heads swinging in the breeze.
While District Attorney Todd Riebe, Sheriff Martin Ryan and County Administrative Officer Terri Daly put aside their views on Indian gaming to produce an Intergovernmental Services Agreement for the board of supervisors, board Chairman Richard Forster found it appropriate to refer to the ISA as "blood money."
There is enough "blood money" flowing through the county economy now to make Forster a "blood brother" of the Jackson Rancheria and still have enough money left over for "hemis" in the city of Sutter Creek, a part of Supervisor Louis Boitano's district.
What would concern me most is the fact that the district attorney and sheriff would compromise their values on behalf of the board of supervisors only to have their work rejected by the board. What has the board of supervisors wrought upon their fellow Amadorians? A dysfunctional county government.
The board of supervisors should never require the district attorney, sheriff and other department heads to do what they, the supervisors, have no intention of doing themselves: Negotiate an ISA in good faith.
