This letter of protest is written in conjunction with the rate increase of 10 percent for picking up refuse.

According to the notice received, it appears that the board of supervisors has already pre-determined the increase. This is based solely on the written complaints by the majority. In other words, the 10 percent increase is based strictly on numbers and not oral representation. To simplify this 10 percent heist logically, it is quite obvious the majority of the people will not write protests nor go to the hearing. Therefore, the 10 percent becomes a winning situation for ACES. And because the protests have to be written - no e-mail, no fax, no easy way to voice an opinion - this is definitely not representation. Since everything is already pre-determined, I will only add this: a very sad situation when the majority of the people are duped.
