  1. What is the Amador Canal?
    The Amador Canal is a=20 flume-like ditch that runs some 23.2 miles from Lake Tabeaud to = Tanner=20 Reservoir on Ridge Road. It was built in the Gold Rush Era and = the first=20 water flowed through the canal as motive power for the mills and = mines=20 of the county. Later, it supplied water for agricultural and = domestic=20 purposes to the towns of Sutter Creek, Jackson and Amador City = (and=20 still does today). It also helps to power Knight Foundry in = Sutter=20 Creek, the only remaining and longest continuously operated=20 water-powered iron works in the United States. Over many many = years,=20 leaks in the canal have existed and have been allowed to = continue; a=20 valuable ecosystem of plant and animal life has become dependent = on this=20 water, as have the county's citizens through their ground water = wells,=20 businesses along the creeks, and tourism. The seepage also helps = to=20 provide valuable fire suppression and helps to cool the air in = the=20 surrounding areas. Few such artifacts from our past are so = important to=20 be used and enjoyed by so many on a daily basis.

  2. What is the Amador Transmission Pipeline Project? =
    The=20 Amador Water Agency (AWA) is proposing a two-stage project:=20
    • Running a 30 inch cross-country pipeline approximately 8.8 = miles=20 directly from Lake Tabeaud to Tanner Reservoir. This pipe is = to be=20 buried approximately 3 feet below the ground surface, and will = require=20 a 15-foot wide permanent easement to be acquired by AWA, as = well as an=20 additional 20-foot temporary construction easement.=20
    • Dewatering the Amador Canal, and laying a 6-12 inch pipe = along its=20 23.2 mile route to continue to serve raw water customers along = the=20 canal. This will also require a permanent easement to be = acquired by=20 the AWA.

    The environmental study and design engineering for the = pipeline=20 project have been completed at an approximate cost of $2 = million, and=20 already AWA has spent nearly four times what they estimated for = this=20 very first phase.

  3. Who is PHAW?
    The Protect the Historic Amador = Waterways=20 group (also known as PHAW - pronounced "paw") formed in May 2001 = to=20 preserve our county's historic waterways. We started when the = AWA=20 announced its proposal to put in a cross-country pipeline that = would=20 ultimately dry up Amador's last remaining continuously-running = water=20 canal from the historic Gold Rush era. PHAW is not against a = pipe; we=20 merely want the project done correctly, with proper concern and = respect=20 for its impacts such as:=20
    • Runaway growth=20
    • Detriment to the environment=20
    • Drying of the local creek=20
    • Reduction of fire suppression ability=20
    • Increase in mosquito populations and West Nile Virus as = the water=20 stagnates=20
    • Destruction of regional history=20
    • Reduction of capacity of local wells=20
    • Water and property rights

  4. Isn't a pipeline better than a canal?
    Not as the = project=20 was designed, without mitigation for the negative impacts.=20
    • Growth Inducing - The pipeline will open the door = for rapid=20 growth and large developments without mitigating the traffic,=20 pollution, and public services and other infrastructure = strains that=20 come along with that growth.=20
    • Environmental Damage - The pipeline project will = dewater=20 the Amador Canal. This is disastrous because:=20
      • The water currently leaking from the canal seeps and = travels=20 through the ground over a 5000-acre area. Without the canal, = Jackson's Creeks will dry up in the summer and fall months,=20 affecting local businesses, tourism, etc. The seeps and = leaks also=20 recharge ground water for local wells, which will be in = jeopardy if=20 the canal is dried up.=20
      • Wildlife and vegetation that depend on these water = sources will=20 die or will migrate into settled areas in search of water.=20
      • It will nearly dry up New York Ranch Reservoir and = negatively=20 impact our local fire suppression ability.=20
      • It would be a huge historical loss of a Gold Rush era = structure=20
      • It would lower property values for land along the canal = and=20 pipeline, with no compensation to landowners. Some = Williamson Act=20 land will be seriously damaged by the reduction in water=20 availability.
    • Economic Burden - The pipeline project does not = make good=20 economic sense. Here's why:=20
      • The pipeline project cost is currently estimated at = $18.8=20 million. The design and engineering phase was estimated at = $356,000=20 and has already cost $1.3 million. ALL the money allotted = for cost=20 overruns for the entire life of the project has already been = used=20 for the design and engineering phase alone, AND the original = cost=20 estimate does not include costs for:=20
        • interest on borrowed money over 20+ years=20
        • obtaining rights of way and easements=20
        • fill for the pipelines=20
        • mitigation=20
        • federal, state and county required licensing/fees=20
        • rock removal=20
        • property damage/devaluation compensation to landowners =
        • liability insurance (ordered by the Amador County = Superior=20 Court)
        As you can see, the project has the = potential to go=20 ENORMOUSLY over budget, and that cost will be passed on to = the=20 ratepayers.=20
      • To partially finance the project, AWA originally = contracted with=20 East Bay Municipal Utility District (EBMUD) to sell our = water for=20 $30 per acre/foot, and then renegotiated the deal to sell = MORE water=20 for less ($18 per acre/foot). AWA's current water rates to = customers=20 are about $130 per acre/foot, and in many areas of = California water=20 is worth $200-300 per acre/foot. EBMUD=92s payment of $4.5 = million is=20 the ONLY secured funding to date. AWA is hoping to get $4.4 = million=20 from PG&E over time. Any way you look at it, there is a = huge=20 deficit between the project cost (estimated or real) and its = funding=20 - the ratepayers will pay this deficit! With a relatively = small=20 number of ratepayers in the AWA system, the potential cost = to each=20 ratepayer is very high. If the project cost doubles, and AWA = doesn=92t=20 obtain any additional funding, the ratepayer cost could = quadruple!=20
    • Water Quality - The Amador Canal transports raw = water; so=20 would the pipeline. Either way, the water must be treated = before being=20 consumed. In fact, the canal oxygenates the water, treats it = with=20 ultraviolet, and passes it over a natural rock, gravel and = soil=20 filtration system. With the pipeline, the untreated water will = sit=20 stagnant for more than a week in Lake Tabeaud before entering = the=20 pipe. So it is possible that the pipeline water quality will = be even=20 worse than the canal water quality.=20
    • Local Water for Local Use - We want to keep Amador = County's=20 water solely for use within Amador County. We do not want = to sell=20 our water at a fraction of its worth to the Bay Area simply to = finance=20 this pipeline project. By keeping our water, we can encourage=20 expansion of agricultural and other activities in the county. = The AWA=20 general manager does not even reside in Amador County, and = will not=20 have to live with the repercussions of his decisions. =

  5. Are there any alternatives to the pipeline?
    By = repairing=20 portions of the Canal for a fraction of the cost of the = pipeline, the=20 AWA can continue to serve present and future customers for as = much as 35=20 years (based on 2% growth, the figure AWA uses for its growth=20 projections). Consider these figures (based on the pipeline = project=92s=20 estimated cost of $18.8 million, which is grossly understated).=20
    • Capital cost to achieve each 1% of water saved by the = pipeline=20 project=3D$551,291=20
    • Capital cost to achieve each 1% of water saved by = repairing the=20 first 3.5 miles of the canal=3D$147,865
    By improving = only a=20 small portion of the canal system, we would achieve the most=20 cost-effective results without assuming a massive debt on the=20 ratepayers, while keeping Amador County's water solely for use = within=20 Amador County. We will also keep sufficient water year-round in = Jackson=20 Creek and its tributaries, thus supporting the ecosystem and = business=20 that depend on this water.

  6. Doesn't it make sense to save the water we're losing from = canal=20 leaks?
    Water 'lost' through seeps and leaks of the Canal = is NOT=20 lost. It travels through and above the ground to maintain = year-round=20 flow in Jackson Creek tributaries, supporting aquatic and animal = life,=20 as well as vegetation. It also recharges ground water for local = wells.=20 Some ends up in Lake Amador and keeps the lake level higher in = the=20 summer for better fishing and recreation. It helps provide fire=20 suppression by keeping vegetation from becoming tinder-dry. And = the=20 evaporation of the water helps to cool the air in the = surrounding area.=20

  7. Are we giving our water to the Bay Area? Why?
    The = Amador=20 Water Agency has negotiated to sell a portion of our water to = EBMUD at=20 about one-tenth the going rate. This so-called unused or surplus = water=20 is that portion of Amador's annual water rights of 15,000 = acre/feet,=20 LESS the amount that will flow into the pipeline at Lake Tabeaud = for use=20 in the western portion of the county. EBMUD will be making a = one-time=20 payment of $4.5 million for indefinite use of our water until = they agree=20 that we need it back.   8. Isn't it just a few disgruntled property owners that = oppose this=20 project as it exists now?
    No. Anyone who lives in, does = business=20 in, or visits the western portion of Amador County should be = concerned,=20 because this issue affects the growth and future of our area. = All AWA=20 ratepayers and all City of Jackson water customers will be = affected=20 financially.

  9. I don't live near the canal or pipeline route. Why should = I=20 care?
    If you don=92t care about the traffic, pollution, = noise,=20 crowds, and other infrastructure challenges that come with = unmitigated=20 growth, then you can indeed say that the pipeline doesn=92t = affect you. If=20 you don=92t care about the drying of = Jackson Creek=20 and acres and acres of watershed and its fire suppression = value
    ,=20 then you can indeed say that the pipeline doesn=92t affect you. = And=20 lastly, if your wallet doesn=92t care about significant = water=20 rate increases to fund the project, then you can indeed say = that the=20 pipeline doesn=92t affect you. But if you, like most of Amador = County, are=20 concerned about these things, then it=92s time to stop runaway = agencies=20 and developers by talking to your local government officials, = your AWA=20 board representatives, your friends and neighbors. Tell them = that the=20 pipeline project will open the door for massive growth.   10. Will my water rates go up?
    Yes, the AWA says your rates = will go up=20 some 70%
    in the next 10 years mostly to pay for the pipeline = project. With a 270% cost overrun on the engineering design = alone, and a=20 project budget that glaringly omits many costs cited above, the = project=20 is sure to run well beyond the $18.8 million estimate. It is = common for=20 projects like this to have their total cost hidden up front, = only to run=20 into cost overruns midway through the project, thus justifying=20 continuing with the project. When these undisclosed REAL costs = come to=20 bear, they will be passed directly on to the ratepayers, and = your rates=20 will likely go up even more! Further, the City of Jackson would = have to=20 upgrade their sewage treatment plant because they will not be = able to=20 discharge their effluent into a dry Jackson Creek, thus raising = your=20 sewer rates.

  11. Is our environment really threatened?
    Animals and = vegetation in the region have depended on this water for 130 = years.=20 Majestic old trees will die. Animals will migrate in search of = water,=20 putting not only their lives at risk as they cross busy roads = and=20 highways, but also our lives at risk as they potentially bring = disease=20 and danger into our backyards and gardens. Also, our area's fire = suppression ability will be greatly reduced as the "green belt" = along=20 the creeks and canal becomes tinder-dry. The creeks in Jackson = will be=20 dry during the hottest summer months, eliminating the = evaporative=20 cooling affect that currently lowers ambient air temperatures in = the=20 vicinity.

  12. What's up with those yellow signs all over the area?=20
    Water and the environment are tremendously important to = our=20 county. We needed a grass-roots way to get county residents' = attention.=20 We picked the old 'Burma Shave' sign concept of getting a simple = message=20 out. And it worked. The signs caused questions, thought and kept = the=20 issue in front of Amador County residents.
