The deal to be signed Tuesday requires the East Bay Municipal Utility District to voluntarily manage its land in a way that enhances, restores, or maintains habitat for threatened and endangered species. In return, the federal government agrees not to impose additional restrictions on 28,000 acres that the utility owns in San Joaquin, Amador and Calaveras counties. The valley elderberry longhorn beetle, California red-legged frog and California tiger salamander are threatened species in the area. The U.S. Fish and Wildlife Service brokered the agreement with the utility and the Environmental Defense Fund.
