The Board of Supervisors approved inclusion of a separate section dealing specifically with water and wastewater issues into the county’s general plan Aug. 5 at a joint meeting with CCWD. At that meeting, CCWD board member Bertha Underhill requested that a formal process be established to include the other 12 water service providers in the development planning process. “This is a very broad-based process,” she said Aug. 5. “Can we do anything a little more formal like a MOU (memorandum of understanding)?” A 15-page MOU was presented to CCWD board members Wednesday. The detailed document named each of the 13 districts, descriptions of what might be contained in the element, outlines of the benefits to the overall general plan and a breakdown area for each district’s financial contribution to the element.
