The El Dorado Irrigation District owns the property, and board members Wednesday approved the environmental study for cleanup of the recreational area, which it inherited in 1999. The site of the former resort -- including a store, rental cabins, two residential units and a boat launch -- is part of approximately 20 acres the district acquired when it purchased the hydroelectric system known as Project 184 from the Pacific Gas and Electric Co. Silver Lake is part of the project's system of lakes, canals and a powerhouse. A concessionaire had operated the facilities since the 1970s. They were closed in late 2006 after the operator's lease ended, and the district discovered numerous environmental and structural hazards. The district-owned property straddles Highway 88 and the El Dorado-Amador county line. Cheri Jaggers, recreation administration co-manager, said the resort's main building, as well as other structures and foundations along the lake shore off Kay's Road will be removed. An above-ground diesel fuel storage tank, diesel generator and propane tank will be taken out, along with septic tanks. On the north side of the highway, on the El Dorado County portion of the property, three dilapidated cabins and a mobile home will be removed. Jaggers stressed, however, that the boat launch off Kay's Road will not be affected by the remediation work. "We want to make clear that we will operate the boat launch the whole time," she said. The launch is the one recreational facility at Silver Lake that the district is required to maintain under its federal license for Project 184. If the ramp must be closed temporarily during the resort's demolition, district officials said notices will be published in area newspapers to alert the public. Once the buildings are removed, the area off Kay's Road will be graded and covered with gravel to provide about 10 vehicle/trailer parking spaces and five single-vehicle spaces. Director Bill George noted that there had been talk of relocating the boat launch farther to the east. Jaggers said the district is discussing with the state Department of Boating and Waterways a possible location for a replacement boat ramp if funding becomes available. She said an emergency phone, information kiosk and parking pay station also will be relocated on the site. Portable restrooms will be provided this year, and the district plans to contract with a mobile vending service to compensate for the loss of the store. Several rental cabins on the south side of Highway 88 will not be included in the demolition. "We're working with a stakeholders group to come up with a plan for those," Jaggers said. Terry Dugan, representing the South Silver Lake Homeowners Association, said the group had no major concerns with the environmental report. He thanked district officials for working with area property owners regarding future use of the district's land. "We'd much rather be on the same side arguing with you than against you," Dugan said. He said lake users would be interested in any long-term plans for a permanent store at the site. A mobile vending service typically doesn't create a physically attractive appearance, he said. Dugan also suggested that the district give the mobile vendor authority to monitor the boat ramp and to forward complaints.
