Upcountry Community Council (UCC) Meeting
NEXT MEETING: Thursday Feburary 19 at 6PM
Veterans Memorial Hall
Pioneer Park, Buckhorn

Dear Upcountry Members & Friends -
Thanks for all your great responses. It was as a direct result of the public showing up at the last State hearing and being concerned that the reschedule and the re-draft of the legislative criteria is occurring.
Here is an update from our District 2 Supervisor - Richard Forster. I'm sure our decision makers wanted to have all the facts before filling us in on this critical rural issue. Mike Israel, County Environmental Health Director, was also VERY helpful in getting back to us with additional information. My understanding directly from our Assemblyperson is that "County versus State" enforcement is one of the burning questions still on the table.
Stay tuned... and thanks again for responding. I'll continue to gather your input.
Deb

As you may have heard, the State Water Resources Control Board (SWRCB) today cancelled the February 9th Public Hearing on proposed regulations to implement AB 885 requirements for onsite wastewater disposal systems.
The SWRCB had intended to consider approval of the proposed regulations at this Hearing. However, this Hearing has now been postponed indefinitely and will not be re-scheduled until after the current set of regulations has been "re-drafted". See attached announcement from the Executive Office of the SWRCB.
Also, as explained in the attached announcement, two public workshops are now scheduled be held in Santa Rosa on February 9th. These workshops will "replace" the previously scheduled Santa Rosa workshop that was abruptly cancelled because of an unexpectedly large turnout that exceeded meeting room capacity.
RCRC representatives will be testifying at the Santa Rosa workshop to acknowledge the SWRCB's apparent responsiveness to our rural county concerns, to further explain the problems we see with the current proposal, and to offer our assistance to help ensure that the next round of revised regulations are cost-effective and that they more responsibly address many of issues that have been previously raised by RCRC and our individual member counties.
We will circulate additional information to you once more details become available to us regarding the "re-drafting process". Please feel free to contact RCRC staff if you have questions.
