The City of Sutter Creek (City) is conducting environmental review of an
application submitted to
the City by Gold Rush Ranch, LLC (Applicant) for City approvals associated with
the Gold Rush
Ranch and Golf Resort project (Project). The City’s approvals will permit the
development of a
golf course, residential, commercial and other land uses within an
approximately 945-acre area
southwest of the City’s downtown area. (See page 2 of this notice for a
map showing the location
of the Project.)
The Project will provide entitlements and permit the development of an 18-hole
golf course, a
combined golf and community clubhouse, 1,334 single-family residences, 300
interval-ownership
vacation units, a 60-room hotel, up to 57,000 square feet of neighborhood
commercial uses and a
police/fire station site within the 945-acre Project site. Two sites
totaling approximately 20 acres
will be dedicated to the City for passive recreational uses and approximately
300 acres of the site
will be dedicated to the City for permanently preserved natural open space with
hiking trails.
Disposal of approximately 347 acre-feet per year of treated wastewater effluent
from the City’s
wastewater treatment plant will occur through use of this water for golf course
and public
landscaping irrigation following the City’s conversion of its wastewater
treatment plant to a tertiary
treatment facility. The Project is located southwest of the developed
area of Sutter Creek (see map
inset on following page) and the site is comprised of 19 individual parcels
(APN Numbers 044-
430-001 through -016 and 011-330-001 through 003).
The Project requires the City’s adoption of a specific plan, approval of a
vesting large-lot tentative
subdivision map, amendment of the City General Plan, and amendment of the
City’s zoning
ordinance. The City will enter into a development agreement with the
Applicant that will establish
responsibilities and commitments associated with Project implementation.
The Project requires the
annexation of an unincorporated portion of the Project site into the City of
Sutter Creek and Sutter
Creek Fire Protection District, and detachment of this area from the Amador
Fire Protection
District. The Project will require pre-zoning of the areas proposed for
annexation. The
reorganization will require approval by the Amador Local Agency Formation
Commission
(LAFCO).
Pursuant to the California Environmental Quality Act (CEQA) and in its capacity
as the CEQA
lead agency for environmental review of the Project, the City filed a Draft
Environmental Impact
Report (EIR) for the Project with the State Clearinghouse on June 30, 2008
(SCH# 2005042094).
The Draft EIR was circulated for public and agency review and comment during a
60-day period
ending August 29, 2008.
During the period since circulation of the Draft EIR, the City has prepared a
revised transportation
impact study for the Project. Based on the information in the revised
transportation impact study,
the City determined that certain traffic operations information contained in
the June 30, 2008 Draft
EIR requires revision and recirculation prior to the completion of a Final EIR
for the Project. The
revisions to the Draft EIR are included in the March 20, 2009 Gold Rush Ranch
and Golf Resort
Project Revised Draft Environmental Impact Report Sections document which is
available for
public and agency review for a 45-day period, ending Tuesday, May 5, 2009.

The public will have the opportunity to comment on the revised Draft EIR
sections and traffic
operations analysis at a public hearing before the City Planning Commission on
Monday, April 27,
2009 at the City’s Community Building located at 33 Church Street in Sutter
Creek. The meeting
will begin at 7:00 PM.
Pursuant to CEQA Guidelines Section 15088.5(f)(2), comments pertaining to the
revised Draft EIR
sections will be considered by the City in its preparation of the Final EIR and
the City will provide
responses to those comments in the Final EIR. Comments previously
submitted during the June
30, 2008 Draft EIR 60-day circulation period will also be included in the Final
EIR and the City’s
responses to those comments will be provided. The Final EIR will not
respond to comments
submitted during the revised Draft EIR sections review period that do not
address the revised Draft
EIR sections.
All comments on the revised Draft EIR sections must be submitted to the City by
no later
than 5:00 PM on Tuesday, May 5, 2009.
