More pay should mean at least a response to letters

It was with moderate interest that I noted a pay raise the board had given themselves mid-year 2005. They work hard, work long hours and are committed members of our community.
In June of last year, I sent my supervisor an e-mail detailing what I perceive to be a growing problem in the county and asked for his assistance or at least a meeting to discuss this issue. I will not go into the issue as that is not what prompted this letter.
My e-mail was ignored. In July of 2005, I sent a new e-mail to my supervisor again outlining this problem and attached my first e-mail to this one. Again no response.
In October, I sent a third e-mail to this supervisor once again attaching the two previous e-mails and again outlining the problem. Once more, no response.
I was upset to see that the board has once again voted themselves another raise in salary to be effective mid year 2006. I don't deny they work hard and put in lots of hours, but if they are going to earn in excess of $36,000 a year and be elected by the people they serve, shouldn't they at least respond to the people, even if it is only to say they received my notes?
