Council backs its planning commission

This letter was written at the request of Sutter Creek Mayor Gary Wooten and on behalf of the entire Sutter Creek City Council. We would like to take this opportunity to clarify a few important points regarding the Sutter Creek Planning Commission and the planning process in general.

It is important for the public, city staff and planning commissioners to know that the commissioners are very well qualified and fully prepared to address the important planning challenges facing the city. The planning commission has a very important role, which, if not properly fulfilled, can lead to extensive legal and regulatory agency problems for the city. Technical staff reports provide a critical service by vetting proposals prior to consideration by the commission. However, commission members cannot merely defer to staff recommendations as the basis for their decisions. The written record must reflect that the commission members' actions and findings are based on their individual opinions and understanding of the issues.

The planning process is managed by numerous laws and regulations, which can complicate even apparently simple issues. Sutter Creek is fortunate to have very strong and well qualified administrative, legal and planning staff, as well as commissioners to perform this critical function. Despite the complex regulations and laws involved in planning, the city council and planning commission decisions are intended to reflect the opinions and wishes of the residents. We appreciate and need your input.
