The Old Oak Road site of Calaveras River Academy, Mountain Oaks Charter School and Angels Creek Community Day School received the cameras in recent weeks as a precautionary measure against any possible theft or vandalism, said John Brophy, superintendent of Calaveras County schools. “It’s a brand new school with no houses or businesses right around it. If anyone did come in during the night, they weren’t likely to be seen,” Brophy said. Brophy added that no serious theft or vandalism incidents had occurred at the school prior to introducing the cameras and the system has been incorporated to prevent any from occurring at the campus which opened in the fall. The intended purpose of the cameras has nothing to do with keeping an eye on students, he said, and Board or Education policy regarding the cameras further stresses that cameras will not be placed inside classrooms, libraries, locker rooms, private offices, staff lounges or other sites where students and staff may have “a reasonable expectation of privacy.” The perimeter of the campus and courtyards host the cameras which “can be programmed to come on at certain times, like nights and weekends,” he said. To leave the cameras, which have motion-detection capabilities, on during the school day would eat up a lot of hard-drive space, Brophy added. With the cameras already in place, the board adopted its official policy on the CCTV cameras at its Jan. 20 meeting. The policy calls for Brophy to appoint authorized users of the CCTV system and calls for training of those users to ensure proper use of the equipment, including adherence to privacy regulations. No audio is recorded by the cameras and a monitoring committee will be established to assure the campus, and any other county schools that gain a CCTV system in the future, remains free of misuse of its new system. The committee will perform periodic audits of random images stored by the cameras. The cameras were installed by Signal Service of Vallecito and cost $23,000, with a $9,000 grant from an insurance carrier helping offset some of the cost, Brophy said. Future CCTV systems throughout the Calaveras County Office of Education system will be expected to include similar equipment and technology for compatibility with the Old Oak Road site system.
