However, City Manager Mike Daly made it clear at the emergency meeting that if California starts seizing Jackson's revenues, the situation will quickly become a nightmare again. "We've been working on this budget for months now," Daly told the audience. "Given the economic circumstances, it's certainly not like any budget I've worked on in the 10 years I've been here. I'm hoping conditions improve so we never have to do one like this again." In early June, Daly told the Ledger Dispatch that Jackson was facing an alarming budget shortfall, mainly because its sales tax revenues have moved from a predictable decline to an all-out plummet. "We experienced a continuing slide in sales tax revenue," he had said. "We've dropped from $1.3 million in 2006-2007 fiscal year to an expected $550,000 this year. We've been implementing cost-cutting measures all along, but this is a drop beyond what we could have foreseen. It's declining faster than we can make cuts to keep up with it." Daly reiterated those remarks on Monday night, pointing out that revenues into the city's general fund were down 60 percent from where they were just a short time ago. After taking took the audience through an overview of what monies were coming in, and what expenses the city had, he prepared to address the big question that had been looming over city employees and Jackson police officers for weeks: Would there be layoffs?
