The meeting was kicked off by Jackson City Manager Mike Daly, who said in his opening comments, "The Jackson Revitalization Committee was formed last year for the purpose of stimulating Jackson's economy. What we're unveiling tonight is one of the first big products from that group." From there, Jackson Mayor Connie Gonsalves, who sits on the JRC, took the microphone and began to lay out an ambitious "Shop Jackson!" campaign that would partner with the marketing resources of the Jackson Rancheria Casino, Hotel and Conference Center by giving its 500,000 Dreamcatcher's Club members deals and incentives for doing business in Jackson as they travel to and from the casino. The campaign begins Aug. 2 with a large publicity push at the Amador County Fair. It ends and goes under review Jan. 31, 2010. Between those dates, any business owner within the Jackson city limits can pay a $45 participation fee and have a multi-level marketing partnership with the Rancheria's half-million Dreamcatchers. The $45 fee does not go to the Rancheria nor to the city of Jackson, but rather is used by the JRC to track and process data in order to measure how effective the campaign is for individual businesses at the end of the year. In addition to the campaign being plugged on the Rancheria's regional television spots, every participant will also get a free advertisement line for specific deals they're offering in the Rancheria's Arrow Magazine, which is mailed out to 100,000 of the casino's VIP members - in other words, the wealthiest regular visitors from out of town with the most disposable income. Robert Mees, a strategist with the Sierra Executive Institute, urged the business owners to capitalize on the success that the casino has experienced with its Dreamcatcher's Club. "We're getting thousands and thousands of visitors coming through town every month and yet we've not found ways to dam some of that money up and keep it in Jackson businesses," Mees explained. "It's an enormous amount of travel money that's not being spent here. This is a direct-response advertisement campaign that will change that. But you have to come up with good promotions. You have to capitalize on this by giving the Dreamcatchers a serious reason to come into your business while they're in town. At the end of the day, the goal is to build a personal relationship between you and them." Mees also pointed out that there are 26,000 Dreamcatchers in Amador and Calaveras counties - allowing for a major opportunity to build local clientele as well. "I'd look at it this way," said Pat Crew, a city council member and long-time business owner, "there's a potential to get a lot of new customers; but even if you only got one new customer, you'd still have gotten your $45 worth out of the deal. You wouldn't have lost anything." Wolf Hein, owner of Hein and Co. Bookstore, thought the plan was the ultimate win-win situation for anyone who participated. "I'm a 15-year Main Street survivor," Hein said during the question and answer session. "And in all that time, this is by far the best and most realistic plan I've ever heard for stimulating business in Jackson. Plus, it's extremely simple to participate in - which is really important for something on this level to work." Numerous other business owners and merchants were also enthusiastic, some pointing out that they'd already seen an increase in business since the Rancheria's RV park came into operation. As excitement continued to build, the question arose about whose idea the campaign was. The answer was Jackson City Councilman and JRC member Wayne Garibaldi. "This is just the first thing we're working on," Garibaldi said, addressing the crowd after he'd received a round of applause. "But it could be important because it gives people a reason to be in town and do things in town," he added, "and nobody is making a profit here," referring to the Rancheria and JRC. Jackson Rancheria CEO Rich Hoffman, who also sits on the JRC, addressed the point. "There is something in it for us," he announced. "I grew up in Amador County. I live in Jackson and so do many of my employees. We all want to see Jackson succeed and be the place it once was. That's what's in it for us."
