Jackson council to consider approving general plan elements on Monday

After years of public hearings, workshops and modifications, the Jackson City Council will be considering adoption of the circulation and land use elements of its general plan at its regular meeting on Monday.

The planning commission completed its review of the updated circulation element Monday and unanimously recommended its approval to the city council.

The planning commission's vote followed a presentation by Charles Field, executive director of the Amador County Transportation Commission, describing the changes and how the city has worked with ACTC to ensure the new plan is consistent with the county's regional transportation plan. Field noted that the updated element "includes implementing new programs such as the uniform traffic impact study guidelines, circulation mapping exercise program and sub-regional fee program."

The land use element was recommended for approval by the planning commission in May and reviewed by the city council, but final approval was suspended until after the courts reviewed the legal issues related to a referendum submitted on the element's environmental impact report. The city's challenge to the referendum was successful, clearing the way for final approval of the circulation and land use elements. The land use element was modified after the environmental impact report was certified to change the designation in the city's sphere of influence areas to "undesignated reserve," thus ensuring any future annexed development will need to process a general plan amendment for its intended use.
