Folsom man arrested for loitering near children

The El Dorado County Sheriff's Office arrested 49-year-old Victor Jeffery Emmer of Folsom March 13 for loitering about a public place at or near which children attend, specifically the El Dorado Hills Library.

The sheriff's office was contacted by an El Dorado Hills resident who reported that she and her two children had been contacted multiple times by a suspicious subject. These incidents occurred at the Border's Cafe in Folsom during children's story time, and then twice at the El Dorado Hills library during a similar children's story time. Based on information provided by the victim, deputies identified and arrested Emmer at his residence in Folsom. Emmer was booked into the county jail. There does not appear to be any relation between this case and recent events involving a suspicious subject in a black van approaching children.

The El Dorado County Sheriff's Office is requesting that anyone with similar incidents contact either Folsom police, if the incident occurred in the city of Folsom, or the sheriff's office if the incident occurred in El Dorado County.
